I have an idea, how should I get people to view it?

As a normal person I was not happy at the Copenhagen result, so started to think how we could make the changes that are needed to happen, but willingly.
I have a small Blog at http://climate-comments.blogspot.com/ which shows my idea. I would welcome constructive comments, and how to get the idea to people that matter.

In answer to your original question ...post the idea somewhere that people will see it. And I agree with Jim about using CDM. In the case of large emitting countries, the amount of money need to decarbonise is enormous and beyond the scope of the IMF and WTO. There is some overlap with your idea and Kyoto 2 which you might want to look at.

Thanks for the comments. The idea was put together in the haze of pre-Christmas, so was not developed in a full proposal. Getting people to think about other ways was the general idea. If enough people discussed the idea, maybe some good would become of it.

I don't recall my google id so I shall answer here.
On the loans side, your proposal is asking that IMF do what World Bank currently do and also occurs under the Clean Development Mechanism (on a questionable methodology). So the first reaction of authorities would be to say: "why not call for reform of exising institutional arrangements, why do we need to move functions between institutions gutting existing ones?"
On the trade side, the surviving protectionist systems are in effect a stalemate involving powerful interests; the WTO has a chequered history regarding environmental test cases and the Rio Summit 1992 killed a lot of Multilateral Environmental Agreements. Again, at the level of an ordinary citizen all one can really do is call for broad changes in policy e.g. revising trade rules to facilitate environmentally-based trade policy, and comment on existing proposals under consultation. I'd advise getting involved with the World Development Movement.
