Jobs amnesty - to cut commuting

Tired of commuting long distance? Convinced there's a more local job, filled by someone living near where you work?
That's where Job Amnesty comes in. On a predestined month, you tell your employer you want to embark on the scheme, then register with your job details and home and work locations. The computer sorts the rest out, and by the end of the month everyone's still in the same (or similar) job, but travelling less, with more free time and less hassled by congestion.

Think this is a really good and very practical idea. Many people end up working in jobs that that are miles from home just for a small increase in salary.  But wouldn't job swap be a better name that job amnesty.

Also need to have long-term changes to the tax system against provisions that deter people from moving closer to a workplace if they want to e.g. stamp duty, capital gains tax if you rent out a home you've left so as to rent a home elsewhere.
