This is a graph from the film THE GREAT GLOBAL WARMING SWINDLE, which is based on very old and approximate graphs from the early days of the IPCC work. The recent IPCC graphs look nothing like this and are much more accurate, as there is now more direct and proxy data to work with after all the research.
