For some strange, unfathomable reason, my application to be a Member of the national Climate Change Committee has been refused.
Maybe it was because I said I wouldn't accept any payment for my services to Climate Change policy as I would prefer to remain untainted by political money. I could earn loadsamoney every day just doing IT Database Administration in Brussels. Why would I want money from Climate Change policy work ?
Or maybe, even though I make friends easily (ahem) I'm too strong-minded. Or I don't agree with current EU policy on Carbon Control..
I'm not a liability, am I ? Just because I point out that it's unwise to rely on Carbon Trading, Carbon Capture, Nuclear Energy and voluntary behaviour change to get 60% Carbon Cuts...
Is it because I'm getting scoffed at for suggesting that the Target should be higher than 60% ? Is it because I'm not a fan of woolly targets and want to see a definite Carbon Budget in place immediately, with a Carbon Registry properly capping Carbon Emissions ?

Role specification : The Committee will work initially in a ‘Shadow’ capacity until the Climate Change Bill formally receives Royal Assent. It is envisaged that the Committee will include 5-8 members along with a Chair. A Chair designate and five members have already been appointed. The Committee will be supported by a Secretariat of around 20-25 staff.
As a Committee member you will be responsible for developing the work of the Committee on Climate Change, determining its strategic direction and providing impartial input into the Committee’s work. The Members will be required to work approximately 2 days per month plus maintain sufficient flexibility to respond to additional ad hoc duties. These appointments would be brought to an early end if the Bill was not approved.
The Committee members will have collective responsibility for:
• Attending meetings, determining decision making procedures for the Committee;
• Ensuring that the Committee discharges its statutory duties within the framework specified by the Climate Change Bill;
• Providing an impartial and independent input to discussions;
• Providing input and advice into reports to Ministers, UK Parliament and the respective devolved bodies;
• Assisting the Chair Designate in his/her representative role;
• Ensuring close working relationships with key academics and institutions;
While the body is still in shadow, the successful candidates will be expected to:
• Assist in the effective transition (on receiving Royal Assent), to the new body to maintain priorities, governance and accountabilities, to ensure timely advice is given to Ministers as stipulated in the Bill;
• Shape the Committee’s preparatory work on carbon budgets and its review of the 2050 emissions reduction target;
• Ensure a close collaboration with the Secretariat to mould a new body which is a model of best practice.
Person specification : Skills and Experience
• An ability to communicate and build relationships at all levels;
• Strong interpersonal skills, including the ability to negotiate, persuade and build partnerships at all levels;
• An ability to provide impartial, objective and pragmatic advice;
• An ability to contribute to discussions at a strategic level and an ability to think creatively;
• Expert ability to process and interpret complex information; well-developed analytical reasoning skills and judgment;
• Experience of working effectively as part of a multi disciplinary team in delivering results;
• Knowledge of the differences across the UK and the devolved context of climate change policy; and
• Experience of formulating advice to Ministers and working with other Government departments.
Expertise in specific areas
Candidates should be able to demonstrate a good knowledge of the range of the Committee’s work and high levels of technical expertise in a related field.
The following list provides an indication of the types of additional expertise that will be highly desirable:
• Transport.
• The business impact on and of climate change.
• Climate change policy, at regional, national and international level,
• The social impacts of climate change.
Five members of the Committee with expertise in key areas have already been appointed. In appointing additional members, we are looking to complement the expertise of existing members.
Desirable – It would also be desirable for candidates to be able to demonstrate:
• Experience of working as a committee or non-executive board member
• An understanding of Devolved Administration responsibilities (Northern Ireland, Scotland and Wales) as well as variations within the UK such as: their capacity to take further effective action; the relationship between reserved and devolved functions; and the need for tailored advice for the different countries.
